Allmän pension (public pension)
Allmän pension is the state pension, the base layer everyone who works in Sweden builds. Each year 18.5% of your income, up to a ceiling, is set aside for it: 16% to inkomstpension and 2.5% to premiepension. You don’t sign up, it happens automatically through the tax system.
The two parts
Inkomstpension is the large part: a notional account the state manages, revalued each year in step with average wages. Premiepension is the small slice you invest yourself, in funds you pick or the AP7 Såfa default. Both are paid for life once you start drawing them.
The ceiling, and the floor
Income above a ceiling (8.07 times the income base amount, 673 038 kr for 2026) stops adding to your allmän pension, which is a big reason higher earners lean on tjänstepension on top. At the other end, a garantipension gives a basic floor to people with little or no income-based pension.

Allmän pension alone rarely matches your working income. For most people a comfortable retirement leans heavily on tjänstepension from employers, and private savings on top. Think of it as the foundation, not the whole house.
